SANFORD, N.C. — Cumberland County sheriff's deputies on Wednesday charged a woman with 13 counts of animal cruelty.

Tammie Montiel runs the Private Equine Animal Rescue Sanctuary or PEARS, on Oakview Lane, just off Elliott Bridge Road near Sanford. She says her group rehabilitates old and sick horses.

The landowners, Timmy and Bonnie Huff, told authorities in 2008 that Montiel's horses were not being cared for properly.

Montiel told WRAL News that her horses look bony and malnourished, but only because they have diseases, like cancer.
