RALEIGH, N.C. — The General Assembly kicked off its 2014 session by honoring the newest inductees to the NASCAR Hall of Fame, by those weren't roaring engines outside the Legislative Building.

During a morning news conference, the NAACP announced its plans to revive the "Moral Monday" protests next week, and scores of teachers marched on the State Capitol later in the day to say that a proposed 2 percent raise doesn't go far enough.

In between, Gov. Pat McCrory rolled out his $21 billion budget plan, and the first bill of the session reflected his plan for cleaning up coal ash ponds statewide.
