RALEIGH, N.C. — Gov. Pat McCrory's $20.6 billion budget proposal has some winners and some losers.

The spending plan holds the line on taxes, calls for a 1 percent raise for teachers and state employees and devotes extra money for IT upgrades and the reserve fund.

The University of North Carolina system would see its funding slashed by $135 million. Teaching assistants in the second and third grades, but school districts would have money to hire a total of 1,800 teachers.

Meanwhile, the House gave final approval to bills prohibiting anyone under 18 from going to a tanning salon and preventing cities from dictating the appearance of new single-family homes and duplexes.
