When its said that it is "partly cloudy", about what percent of the sky is covered with clouds?

MIKE MOSS SAYS:     Sara,    Partly cloudy means that on average for the period covered by the forecast, or at a given moment when an observation is taken, about three to five eights, or oktas, of the sky is covered by opaque clouds. That translates to a range of roughly 35-60%.
