Tuesday Wrap: Thaw in icy budget negotiations
The Senate put forward its latest budget proposal on Tuesday, offering to end its demand for an 11 percent pay raise for teachers and asking House members to give ground on their insistence on keeping funding for thousands of teaching assistants.

Pat McCrory expressed enthusiasm for the movement toward compromise after a lunch at the Executive Mansion with House Speaker Thom Tillis and Senate President Pro Tem Phil Berger, and some senators were open to Tillis' suggestion of giving school districts funding flexibility to retain some teaching assistants.
Outside of the budget, House Democrats claimed Tillis has withheld money from their caucus activities after Minority Leader Larry Hall criticized new rules being adopted for the Legislative Building in the wake of the "Moral Monday" protests and refused to apologize to Republican lawmakers.
Also, families of children with autism called on the Senate to approve legislation that passed the House last year that would require insurers to cover behavioral therapy for autism.
