RALEIGH, N.C. — A Senate panel approves legislation calling for drug tests of people applying for welfare, while the House tentatively passes a bill requiring DSS offices to conduct criminal background checks on people seeking public assistance and notify law enforcement if anyone has outstanding warrants.

One House committee passed a wide-ranging bill to upgrade school security, while another House committee passed a bill that would place Asheville's water system under a regional authority.

Wednesday is the deadline for filing new bills, so a number of 11th-hour proposals were introduced Tuesday. The bills include one calling for equal pay for women, one that would allow police to seize the vehicles of uninsured drivers and one that would toughen punishments for people who leave pets in hot or cold cars.
