RALEIGH, N.C. — The Senate gave key approval to an overhaul of the state unemployment system, while the House approved a proposed constitutional amendment on property rights and bills dealing with a proposed highway in Wake County and the annual Possum Drop in western North Carolina.

Also, Gov. Pat McCrory said he now backs a bill in the House that would prevent the state from expanding Medicaid under the Affordable Care Act and develop a state-run system for people to purchase health insurance.
