Topless ban bill held up
A proposal to clarify the state's public indecency laws about women's breasts has been sent back to committee.
Posted — UpdatedHowever, House Rules Chairman Tim Moore, R-Cleveland, moved the measure to his Rules Committee near the end of the Thursday afternoon session. Moore says the move is necessary to "address a couple of technical issues."
Moore said the bill's sponsors agreed to the delay.
Sponsor Tim Moffitt, R-Buncombe, says the hold-up doesn't indicate a lack of support.
He says some have voiced concerns that the bill could turn misdemeanor violators into sex offenders.
Moffitt says that's not the case, but the bill will be tweaked to clarify the issue.
