House and Senate lawmakers plan to get together for a series of budget briefings this week. The state House is scheduled to send a constitutional amendment on eminent domain to the Senate Tuesday afternoon.

RALEIGH, N.C. — Good morning and welcome to Today @NCCapitol for Tuesday, Feb. 10. Here's what's going on around the legislature.
Budget Committees: The House and the Senate have fired up their joint budget subcommittees to review the state of North Carolina's budget. Most of these meetings appear to be taking place in the 8:30 a.m. to 10 a.m. time slot this week.
The Senate: Senators are scheduled to hold a skeleton session at 11 a.m. They will convene for business at 2 p.m.
The House: The state House is scheduled to meet at 3 p.m. The only item on its calendar is finishing work on a constitutional amendment to limit government's eminent domain powers. The amendment, which was tentatively approve 111-4 last week, would next go to the Senate. Look for that meeting live on WRAL.com.
The Report We're Reading Today: The Program Evaluation Division detailed more than 460 personal services contracts let for state agencies for everything from web design help to nursing services to senior administration advisers. The total cost of such contracts worth more than $25,000 per year was $28.7 million in 2013 alone. Among the report's conclusions: "Agencies and institutions have circumvented state law when procuring personal services and have also compensated contractors at high rates."
