Today @NCCapitol (Aug. 5): Brother, can you spare $2.85 billion?

RALEIGH, N.C. — Good morning and welcome to Today@NCCapitol for Wednesday, Aug. 5. Here's what's going on at the General Assembly and elsewhere in state government.

BUDGET TALK: Members of the House Appropriations Committee are expected to break down the Senate's Health and Human Services budget proposal during an 8:30 a.m. committee meeting.

BALANCED BUDGET: The Judiciary I Committee is expected to review a bill that would call for a convention of the states to add a provision limiting the growth of government spending to the U.S. Constitution. This meeting is at 12:30 p.m.

HOUSE: Members of the state House are expected to give tentative approval to a bill calling for a $2.85 billion bond referendum this fall. Those bonds would be used to build roads, school buildings and other state-owned assets around North Carolina. The measure would be paired with another $1 billion in cash payments over the next six years focused on road building. The chamber is set to meet at 2 p.m.

SENATE: Senators have put off work on controversial bills several times in the past two weeks, so measures pending on Wednesday's calendar should look familiar. A bill making it illegal to upload so-called "revenge porn" and a measure that would keep North Carolina from cooperating with new federal carbon emissions rules are both due to be considered during the 2 p.m. session.

GOVERNOR: Gov. Pat McCrory returned to North Carolina from a California trip Tuesday and is scheduled drop in on the North Carolina Indian American Political Action Committee reception late Wednesday.
