Gov. Pat McCrory prepares to lay out his agenda for the year, lawmakers begin work on a constitutional amendment and the full Senate takes up a package of quick budget fixes.

RALEIGH, N.C. — Good morning and welcome to Today @NCCapitol for Wednesday, Feb. 4. Here's what's going on around state government. 
Committees we're watching: The House Judiciary II committee will meet at 10 a.m. to take up a constitutional amendment on eminent domain. The amendment would prevent state or local governments from condemning land for economic development purposes. 
In the Senate: Senators will take up a bill with a package of budget fixes in it, including a provision that would charge the Department of Public Instruction $100,000 for the state's legal fees to fight a DPI lawsuit
Medicaid: The NAACP and a coalition of liberal groups will hold a news conference at 10 a.m. in the legislative press room to advocate for expanding Medicaid.
State of the State: Gov. Pat McCrory will give the State of the State address at 7 p.m. during a joint session of the General Assembly.
