Today @NCCapitol (April 23): Abortion, revenge porn bills headed to House floor

RALEIGH, N.C. — Good morning and welcome to Today @NCCapitol for Thursday, April 23. As lawmakers are poised to wrap up a busier than usual week at the General Assembly, here's what we're watching:

Autism: The Senate Insurance Committee takes up a bill to require health insurance plans to cover certain treatments for autism at 9:15 a.m. WRAL.com plans to carry this meeting live.

Revolving door: State workers would have a cooling-off period before they could work on state government contracts that they negotiated under a bill the Senate Judiciary II Committee takes up at 10 a.m.

Environment: The House Environment Committee meets at 10 a.m. to take up a State Environmental Protection Act measure. Under the current SEPA law, there must be an environmental assessment when tax funds are expended in cases where a project could have adverse environmental impacts. Advocates say the measure would create a number of loopholes in the state's environmental protections.

House session: Lawmakers plan to take up measures lengthening the waiting period for abortions and making online posting of "revenge porn" a felony. WRAL.com plans to carry this session live at 11 a.m.

Senate session: Senators are scheduled to take a final vote on a measure that will allow counties to levy $500 civil fines for motorists who pass school buses with stop-arms out.

After the House: The House Judiciary II Committee takes up a bill to remove law enforcement officers' information from the public record, while the House Education Committee takes up measures to pay advanced teachers more and to give scholarships to students who plan to be teachers.
