Sex trafficking bill goes to the governor

State lawmakers have unanimously okayed a bill that would require anyone convicted of trafficking minors to register as a sex offender.

A bill requiring sex-offender registration for human trafficking is on its way to the desk of Gov. Pat McCrory. 

Senate Bill 122 would require registration for anyone convicted of trafficking for sex purposes or convicted of trafficking minors for any reason.

Supporters say that, in most cases in which minors are being trafficked, the intended purpose is sexual servitude. But that can't always be easily proven when law enforcement officers catch traffickers en route to a destination. 

The measure received unanimous support in the House Tuesday.  It had already passed the Senate, also on a unanimous vote.

Rep. Susi Hamilton, D-New Hanover, called the measure "the beginning of a very important discussion in North Carolina."

Hamilton is sponsor of another proposal that would increase penalties for human trafficking. That bill, House Bill 221, is expected to be heard in House Judiciary B Committee Wednesday.
