Serial peeper arrested at Chapel Hill Halloween fest
A Roxboro man was charged late Monday with trying to get pictures of women underneath their costumes during the Halloween festival on Franklin Street in downtown Chapel Hill, police said.

John Thomas Whitt Jr., 59, of 2089 Virgilina Road, was charged with peeping and was being held in the Orange County jail under a $10,000 bond, according to an arrest report.
Lt. Kevin Gunter of the Chapel Hill Police Department said women reported that a man walking through the crowd on Franklin Street was using a video camera to shoot up under the skirts of women at the festival. Officers seized a video camera when they arrested Whitt, Gunter said.
Whitt was convicted of dozens of peeping offenses a decade ago, according to state Department of Correction records. Prosecutors said he secretly videotaped students undressing in dormitories at North Carolina State University and two sorority houses at the University of North Carolina at Chapel Hill.
The case was among a handful of peeping convictions to prompt lawmakers to make the crime a felony in North Carolina in 2003.
