RALEIGH, N.C. — The City Council on Tuesday adopted a policy to help keep abandoned shopping carts off Raleigh streets.

Many of the carts are left near bus stops. Sometimes, they're even used as makeshift benches, officials said.

The new policy would encourage the city to work with local merchants to keep carts on store property. More bus benches also could be put up around the city under the policy.
