Police seek teen connected to carjackings in Garner, Raleigh, Durham

Antonio Navarro-Saldivar, of Raleigh, is currently on the run from law enforcement. In total, he faces 21 charges related to four armed robberies across the Triangle. Junior Fidel Ramos, 21, of Zebulon, who now faces seven charges in Durham, was arrested Monday in connection with multiple crimes.

Durham police said they were able to identify the pair in surveillance video captured from a convenience store after they robbed the clerk at gunpoint on Oct. 7.

Ramos and Navarro-Saldivar are both also charged with stealing a 2012 Nissan Maxima from the 800 block of Calico Creek Drive in Garner on Monday.

Stephanie Lee said she and her daughter were victims in a carjacking committed by Navarro-Saldivar at a Raleigh convenience store on Nov. 1, 2014.

"As soon as I saw the news story I was like, 'Oh my gosh, that is the same guy that stole Kaitlyn's car,'" Lee said.

Navarro-Saldivar was 15 at the time of the crime and went to juvenile court. Lee said he was ordered to pay restitution but never did, and that she was told by the prosecutor that he would be moving home to Mexico.

"I don't know how he is still out doing all these things and he's not getting rehabilitated," she said. "It's saying that something in our juvenile system is not working."

"Every violent offender starts somewhere," said Wake County District Attorney Lorrin Freeman. "We don't have a crystal ball, but we need to try to determine who is violent and who can be rehabilitated.

Freeman said currently prosecutors have no way to look up juvenile records in the courtroom or by computer. They have to manually follow the paper trail in the clerk's office.

In addition to the new charges, Navarro-Saldivar has pending charges in Wake County for stealing a car and running from officers in May. Authorities have not said where they teen may be headed.

Ramos is currently being held at the Wake County Detention Center under a $1.2 million secured bond.
