Orange County adopts dog-tethering rules
Orange County on Tuesday became the latest area to adopt tougher restrictions on tying up dogs outside.

The Board of Commissioners approved an ordinance that limits tethering dogs more than three hours a day and specifies the types of collars and equipment that can be used. The ordinance exempts dogs tied up at camping and recreational areas and animals that are within sight of a responsible person.
Commissioners deleted a section of the ordinance that would have listed the allowable size for kennels.
New Hanover, Scotland and Durham counties also ban or restrict tethering dogs, as do the towns of Roanoke Rapids, Laurinburg and Clayton, according to the Coalition to Unchain Dogs, a volunteer advocacy group.
