City to Review Club Where Fatal Shooting Occurred
Police have issued 16 citations for violations of the city's amplified entertainment ordinance this year, including one at a club that officials are watching closely after a June slaying.

Tyrone Robert Covington, 28, of Durham, was shot to death on June 25 outside Black Tie Nightlife, a club at 3201 New Bern Ave. A second man was wounded in the shooting.
Police said they had received 409 calls since the beginning of 2006 from the area near the club, although not all involved emergency situations.
That prompted City Councilman Philip Isley to request a study of how the city enforces its amplified entertainment ordinance. The city uses the ordinance to issue permits for such clubs.
Black Tie was cited on Feb. 16 for violating the ordinance.
Other citations were given to Korner Pockets in January, El Rincon Latino in March and May, Amra's twice in June and White Collar Crime, The L, Around the Corner, Lucky B's, Dive Bar, ESS Lounge, Buckhead Saloon, Club Kiroco, Napper Tandy's and Ambis 1 once each in June.
Violations can result in fines from $500 to $5,000, and a fourth offense in any 12-month period leads to a one-year suspension of the amplied entertainment permit.
The report also details that a sexual assault and a stabbing were reported at Black Tie within 10 days before the June 25 shooting.
City Attorney Thomas McCormick has sent a letter to Bad Billy's LLC, which leases the New Bern Avenue site to Black Tie, warning the owners that the city could close the club if the crimes persist and it is deemed a public nuisance.
