Harnett Authorities Enact Tougher Dangerous Dog Rules

HARNETT COUNTY, N.C. — Harnett County leaders recently passed stricter laws for the ownership of dangerous dogs. Owners must have them spayed or neutered, keep them in a secure area and post "Beware of Dog" signs.

The dogs must also be identified with a tattoo or implant. The changes were prompted by the death of 3-year-old Nathan Hill in January 2004. He was mauled to a neighbor's pit bull.
