The university has already decided to enforce other changes that do not require a vote. They include establishing and enforcing listening levels for music, requiring fans to carry a picture ID, and encouraging tailgaters to bag their own trash and leave it at the bumper of their vehicles.
The university began cracking down on tailgating behavior in 2004 after two fans were shot and killed in a state fairgrounds tailgating lot.
"We've issued about 25 citations for the possession and consumption of underage drinking, but all in all it hasn't been that bad," Bill Berryhill of Alcohol Law Enforcement said in an September interview.
School leaders also have a plan to let fans know about the new rules with a sportsmanship initiative.
