Page released the hostage, Jim Wayne Johnson, unharmed, around 6:30 p.m. Monday, about 5 hours into the incident.
Page surrendered early Tuesday morning.
Police say Page faces numerous charges, which could include kidnapping and assault.
Police say Page was an employee at Piggy-Back & Cartage Service located in the industrial park.
The standoff started about 2 p.m. when a man called 911 and reported that a man had been seen walking through a parking lot carrying a couple of weapons.
"We responded and did, in fact, encounter an armed gentleman in the parking lot. They asked him to surrender his weapons which he declined to do so. At this time, we are trying to negotiate with him," said Raleigh Police Capt. D.S. Overman.
Page was armed with a rifle and at least one handgun.
Police say Page was calm with the officers and hostage negotiators.
Police spent hours talking to him, trying to figure out what he wanted.
Authorities say Page had no criminal record or history of mental instability.
Police evacuated a couple of businesses in the area, and they shut down Wicker Drive and another side-street around the location.
