Raleigh Police: Two Men Wanted On Kidnapping Charges

RALEIGH, N.C. — The Raleigh Police Department needs your help in the search for two men who are wanted in connection with a series of kidnapping cases.

Authorities say 43-year-old Angel Rodriguez and 27-year-old Julio Cesar Concepcion De Vargas are currently charged with two counts of kidnapping in connection with crimes that occurred on Sept. 12-13. Additional suspects, who have not been identified, are known to have been involved in the crimes, and more charges are pending.

According to police, a total of five victims were abducted and held by six to eight suspects, who were impersonating law enforcement officers. Some of the victims were beaten and subjected to other forms of torment.

At approximately 2 p.m. on Sept. 13, two victims escaped by jumping through a window at

5329 Wenesly Court

. In the midst of confusion that erupted following that escape, all the suspects and the remaining victims fled the scene. All the victims have since been located.

The suspects were last seen in two vehicles: a black, late model Buick LeSabre, and a dark colored Nissan Quest minivan that is believed to be a 1995 to 1998 model.
