FAYETTEVILLE, N.C. — Voters in Fayetteville approved plans to change the look of the City Council.

A majority agreed to switch to six single-member districts and three at-large seats. The city currently has nine single-member districts.

Less than 10 percent of the city's registered voters turned out for the special election.

The U.S. Justice Department has to give final approval to the plan.
