The North Carolina Board of Education said Dr. Laura Edwards, the former testing director at Sallie B. Howard Charter School, actually changed answers to improve the school's performance last May.
According to the school board's attorney, the tests were for special education students.
Edwards, who may face criminal charges, was fired in February shortly after the investigation began.
The end-of-grade tests Edwards is accused of changing determine school rankings and teacher bonuses, but the state's school board said it is not sure if the school will be stripped of its "school of distinction" title or its teacher bonuses.
The state's attorney also said that a retired test coordinator from another district is helping to monitor the testing process for the charter school this year.
