Wake County locks 50 of its buildings from a remote computer security system in downtown Raleigh, including the animal shelter.
Wake County General Services Manager David Goodwin said someone failed to program into the system that the shelter would be closed during the holiday weekend. An animal control officer discovered 20 people wandering around the unattended building.
Goodwin said, overall, the system works well and saves the county money.
"We don't have to spend as much staff time opening and closing doors," he said.
County leaders said better communication will ensure that the security breach does not happen again.
