Troopers said Felipe Puga was driving with a revoked license and is a habitual drunken driver. They said he ran away shortly after the crash.
Puga is accused of causing the wreck that killed one person and seriously injured two others.
The car driven by Puga, a pickup truck and a delivery truck were involved in the wreck near the Harrison Avenue exit just before 7 p.m.
Officials say the delivery truck ran into an embankment near the interstate, trapping three people in the cab of the truck for more than a hour.
A passenger in the truck, Manuel Mejia Federico, of Durham, was killed.
The truck's driver, Juan Aparicio, was airlifted to Duke Medical Center. Another passenger, Pedro Reyes, was taken to WakeMed. Their conditions are not known.
The wreck shut down traffic on westbound lanes for about two hours.
