The following streets will be closed to traffic beginning at 9 p.m.:
Residential streets near downtown also will be closed, except to residents of those streets and their guests.
Vehicles parked in the festival area will be towed, beginning at 6 p.m. Drivers whose cars have been towed will face a charge of at least $103 to get them back, officials said.
Parking will be available in municipal parking lots, including the Rosemary Street Deck, for $10 per vehicle.
Chapel Hill officials will offer shuttle service between four Park-and-Ride lots and downtown from 9 p.m. Tuesday until 1:30 a.m. Wednesday. The shuttles will cost is $5 round-trip and $3 one-way.

Anything that could be used as a weapon or could reasonably be mistaken as a weapon, including part of a costume, will be confiscated, officials said.
