Chapel Hill To Scare Cars From Downtown On Halloween

CHAPEL HILL, N.C. — The town plans to close downtown streets Tuesday night to accommodate thousands of people expected for the annual Halloween festival.

The following streets will be closed to traffic beginning at 9 p.m.:

Franklin Street between Raleigh and Roberson streets

Columbia Street between Rosemary Street and Cameron Avenue

Raleigh Street between East Franklin and Cameron avenues

Henderson Street between East Rosemary and East Franklin streets

Residential streets near downtown also will be closed, except to residents of those streets and their guests.

Vehicles parked in the festival area will be towed, beginning at 6 p.m. Drivers whose cars have been towed will face a charge of at least $103 to get them back, officials said.

Parking will be available in municipal parking lots, including the Rosemary Street Deck, for $10 per vehicle.

Chapel Hill officials will offer shuttle service between four Park-and-Ride lots and downtown from 9 p.m. Tuesday until 1:30 a.m. Wednesday. The shuttles will cost is $5 round-trip and $3 one-way.

The shuttles will run on the following routes:

Jones Ferry Road Lot in Carrboro to South Columbia Street at Cameron Avenue

Southern Village (U.S. Highway 15/501 South) Lot to South Columbia Street at Cameron Avenue

Friday Center Park & Ride Lot to Cameron Avenue at Raleigh Street

University Mall to Cameron Avenue at Raleigh Street

The following items aren't permitted in the downtown area Tuesday night:

Alcohol

Weapons

Glass Bottles

Paint

Fireworks and explosives

Flammable Substances

Animals

Coolers

Anything that could be used as a weapon or could reasonably be mistaken as a weapon, including part of a costume, will be confiscated, officials said.
