Bert Rosefield, who lives near the old mall, was not sold on the idea originally. He and others had concerns about traffic. But most of those concerns have been ironed out, and Rosefield said he is looking forward to the new project.
"We're excited to see progress being made," he said. "I think our position now would be it is what it's going to be."
If everything goes as planned, a new Target will be open by October 2004. Condominiums and other offices are expected to follow in 2005.
"A theater will go on top of the Target building, and more shops will go on top and open onto a plaza," developer John Kane said. "To me, it has an uptown feeling to it -- more of an urban setting."
In the next month, Kane expects to announce the names of several stores and a 200-room hotel that will be part of the new $200 million project.
