At least 20 people were injured when the jeep, competing in a mud-sling race at Five County Raceway, crashed into the crowd. Candace Brown died protecting her 2-year-old daughter from the out-of-control Jeep.
"You don't know until you reach the point that the throttle is going to stick," mechanic Keith Davis said.
Videotape evidence and the testimony of the driver of the Jeep also confirmed what happened the night of the accident.
"He had some foot motion at one point. His whole body leans over. You can tell that he was really struggling in that short amount of time," Franklin County Sheriff Jerry Jones said.
The Franklin County planning board is investigating the incident and the raceway owner. Board members want assurances by 5 p.m. Friday that he will not hold any more mud-sling events without the proper permits. If the raceway owner does not comply, the board said they will seek legal action.
Investigators are still meeting with the district attorney to determine if charges will be filed in the accident.
