"What we didn't know was the stream we had at one time was not only going to turn into a creek, but a raging river," said Piper.
Piper blames development in the Crossroads area upstream in creating more runoff water that floods his little stream. Now, Piper and his neighbors are fighting more planned development --300 condos at the top of a ridge above the creek.
"I'm confident it's going to get worse if nothing's done," said Piper.
An effort by the developer to rezone the land from office space to high-density condos recently failed the Cary Planning and Zoning Board, in large part because of Piper and his neighbors. Now it'll be up to the Cary Town Council to decide the fate of the proposed project.
The Council's final say concerns Piper, because he said they are pushing for more development. This comes after years of high impact fees slowed the growth in Cary, hurting the town's income.
"I'm concerned quality of life is going to suffer if we don't put some changes in place before going out and blindly developing," he said.
