Raleigh Mayor: City Is Thriving After Tough Year

RALEIGH, N.C. — Raleigh Mayor Charles Meeker said the Capitol city is not just surviving, but thriving, after a difficult year.

Meeker delivered his first "State of the City" address to business leaders at the Chamber of Commerce Thursday.

Meeker said the budget crunch made 2002 a challenging year, but he said he expects the recent increase in the sales tax to beef up next year's budget.

Meeker said the city is also making progress on improving the wastewater plant, conserving water and revitalizing the downtown area.
