Chapel Hill Officials Ease Rules For Town's Halloween Bash

CHAPEL HILL, N.C. — Chapel Hill officials are relaxing the rules for the town's Halloween bash this year.

Last year, those who want to go to the Franklin Street festivities could not drive inside a 2-mile radius of downtown. That rule, designed to relieve congestion, will be dropped this year.

Instead, people will be encouraged to use park and ride lots and shuttle buses. Three hundred police officers from around the state will be on patrol for the Halloween party.
