The 45-member
Southeast Raleigh Assembly
,spent a year developing its goals, which include attracting businesses and creating jobs and safe neighborhoods.
The city plans to start by tearing down rundown housing and offersmall business classes for people who live in the area.
"Human capacity building is not just formal education, but sort of a transfer of knowledge from people, who know how to do business and create jobs, to the residents of southeast Raleigh so we can actually have that job creation from people in the area other than outside interests," said Bill Mullin of the Southeast Raleigh Assembly.
City leaders hope local people will create local jobs.
