The accusations center around a wastewater treatment plant in the southern part of Wake County. Millions of gallons of partially treated sewage seeped into the Neuse River after heavy rains earlier this year.
City employees have also accused the city of mishandling sludge and other chemicals. The plant is already under investigation and Monday, the City Council launched its own probe.
"I want to be sure that everyone knows that there are to be no reprisals or retaliation of employees or anyone else who comes forward to tell us what happened out there," Raleigh Mayor Charles Meeker said. "We want to get to the bottom of this fairly and get it squared away."
The Neuse River treatment facility was built back in the late 1970s. It now handles an estimated 35 million gallons of wastewater a day from Raleigh and nearby towns.
