RALEIGH, N.C. — Senate leaders rolled out a plan Monday to overhaul how state sales taxes are distributed, which they say will lead to a fairer system across the state.

Currently, 75 cents of every $1 raised by the 2 percent local portion of the sales tax stays in the county where a sale is made, with the remaining quarter distributed on a per-capita basis statewide. Legislation filed Monday night – a companion bill is planned in the House – would shift that over the next three years so all local sales tax revenue is distributed per capita.

On tap for Tuesday:

  • Parents for Educational Freedom in North Carolina and supporters of the Opportunity Scholarship program, which is pending before the state Supreme Court, will be in the Legislative Building to promote the voucher program.
  • Senate Appropriations will hear a proposal to give $5 million to the JDIG program.
  • House Finance will take up a number of tax credit bills, including an economic incentives bill that would reinstate the film tax credit and historic preservation tax credit, among others.
  • The proposed ElectriCities debt refinancing will be heard in Senate Finance.
  • A group of parents opposed to mandatory vaccinations for children will lobby their cause to legislators.
