FAYETTEVILLE, N.C. — The Fayetteville City Council unanimously passed a new ordinance Monday night on panhandling.

The ordinance makes it illegal to panhandle anywhere in the city after dark. It also prohibits panhandling downtown, at busy roadways and within 50 feet of ATMs and outdoor dining areas.

Raleigh prohibits panhandlers on medians and the sides of roads, as well as forbidding their asking for money at night and near ATMs. The city also requires panhandlers to obtain a free permit from the police department.

In Durham, no panhandling is allowed at night.

Homeless advocates argue the solution to panhandling doesn't lie in tougher ordinances.
