Durham County proposed budget includes pay raises for county employees without raising taxes

On Monday, the Durham County Board of Commissioners is set to hear the proposed budget for fiscal year 2022-23.

Durham County leaders are getting their first look Monday at next year’s nearly $800 million budget proposal.

Durham County Manager Dr. Kimberly Sowell is formally presenting the recommended fiscal year 2022-23 budget on Monday night before commissioners. Going into Monday night’s meeting, the proposed budget does not have an increase in property taxes.

The proposed budget includes pay increases for employees, more money for public schools and new funding focused on maternal health.

Specifically, the proposed budget calls for pay raises for employees, including the Durham County Sheriff’s Office and Emergency Medical Services.

Durham Public Schools has asked commissioners for $12 million for the upcoming fiscal year. However, the county recommends about $9 million.

“We fund DPS at a level that maintains their high standard of funding for a county to fund a public school system,” Sowell said.

It's one item where she expects some pushback from commissioners.

"It would be great if they're fine with that, but it's ok if they're not,” Sowell said.

“We certainly understand and agree that education is a high priority."

Sowell is asking commissioners to earmark $265,000 for mothers.

“We are recommending the establishment of a maternal health nurse that will specialize in helping with lactation needs, and then also additional funds to support nursing positions,” Sowell said.

The Durham County Commission has budget work sessions scheduled for May 17, May 25 and June 2.

A public hearing on the budget is set for May 23. Budget adoption is scheduled for June 13.
